The Ukrainian Resistance Movement: An Invisible Front on the Temporarily Occupied Territories

The Ukrainian Resistance Movement has long since become not only a symbol of resilience but also a vital component of the national security system. The Special Operations Forces of the Armed Forces of Ukraine (SOF) are consistently developing an underground network in the temporarily occupied territories, ensuring its training, coordination, and support. A special place in this effort is held by temporarily occupied Crimea, where, under conditions of multi-year occupation, Ukrainian resistance continues to operate despite the total control exerted by Russian intelligence services.

Today, the Resistance Movement stands as one of the key pillars of Ukraine's national resistance system. Its operations combine military, informational, psychological, and civic tools of struggle, all aimed at weakening the Russian occupying authorities and creating the conditions necessary for restoring Ukraine's state sovereignty. The Special Operations Forces of the Armed Forces of Ukraine play an exceptional role in developing this domain, coordinating training, providing support, and managing interaction with underground operatives in the temporarily occupied territories.

The Resistance Movement as a Component of National Resistance

The Resistance Movement is both a social phenomenon and an organized activity of Ukrainian citizens aimed at countering the Russian occupation. Its primary goal is to assist the Defense and Security Forces of Ukraine in liberating temporarily occupied territories and restoring the state's territorial integrity and sovereignty.

The legal foundations for this activity are defined by the Law of Ukraine "On the Foundations of National Resistance," adopted on July 16, 2021, which entered into force on January 1, 2022. The law not only defined the Resistance Movement's place within the state defense system but effectively initiated its institutional development as a crucial component of the modern Ukrainian defense model.

The People Who Remained Under Occupation

Citizens of Ukraine who continue to live in the temporarily occupied territories remain the backbone of the modern underground. They are the ones executing the special tasks of the Resistance Movement, operating in close coordination with the Special Operations Forces of the AFU.

The SOF provides underground participants with the necessary gear, equipment, and other resources required to complete their assignments. Concurrently, the state is expanding social protection for these citizens. Specifically, mechanisms have already been established to grant Combat Veteran status to individuals performing combat and special tasks under occupation.

This is a significant step, not only in terms of social security but also as official state recognition for people who have been risking their lives for years while remaining behind enemy lines.

Results Kept Hidden from the Public

Most of the concrete results achieved by the Resistance Movement remain classified due to security requirements. At the same time, the President of Ukraine and the Commander-in-Chief of the Armed Forces of Ukraine regularly receive reports on conducted operations.

Despite restrictions on disclosing details, the main outcome remains obvious: the occupation administration is forced to constantly expend significant resources on internal security, and Russian security structures regularly face the consequences of the Ukrainian underground's activities. This creates an atmosphere of constant uncertainty for the occupiers and forces them to divert troops and assets from other fronts.

Why Modern Resistance is Changing

The full-scale war has fundamentally changed the nature of special operations.

While a few decades ago sabotage activities relied primarily on autonomous groups operating deep in the enemy's rear, modern digital technologies — such as mass video surveillance, facial recognition systems, mobile communications analysis, and other tracking tools — have made classic methods significantly riskier.

This is precisely why the activities of the local underground have taken on greater importance. People living under occupation know local conditions much better, can function organically within their everyday environment, and are less conspicuous to occupation structures.

At the same time, the Russian occupation authorities have built one of the harshest counter-diversionary control systems in the temporarily occupied territories. Consequently, the Special Operations Forces pay meticulous attention to safety, training, and preserving the lives of underground operatives.

New People — New Opportunities

According to the Special Operations Forces, an increasing number of citizens are expressing a desire to join the Resistance Movement. First and foremost, these are residents of the temporarily occupied territories of Ukraine.

Applications are also being recorded from citizens of the Russian Federation who do not support the Kremlin's policies and seek to resist the regime. However, the core activity of the Ukrainian Resistance Movement remains strictly focused on the temporarily occupied territories of Ukraine.

An important line of effort involves training future underground participants, building networks of cooperation, and expanding their informational presence. This is not just about recruiting new individuals, but about gradually uniting isolated local cells into a cohesive national resistance system.

Crimea: A Crucial Front for the Underground

For temporarily occupied Crimea, the activities of the Resistance Movement hold special significance. After more than twelve years of Russian occupation, the peninsula remains one of the most heavily controlled regions, where the occupying authorities have established an extensive network of political, informational, and security control.

Despite this, Ukrainian resistance on the peninsula has not ceased. Its participants continue to gather intelligence, maintain communications with mainland Ukraine, exert informational influence, distribute Ukrainian symbols, and demonstrate that Ukrainian statehood in Crimea lives on, even under occupation.

Therefore, developing the underground network serves as a vital factor for the future de-occupation and subsequent reintegration of Crimea.

Resistance Reaching Beyond Military Warfare

Today, the Resistance Movement encompasses more than just kinetic or military methods. Informational, psychological, and cultural avenues of activity remain essential components.

A prime example of this is the partnership between the SOF Resistance Movement and the all-Ukrainian festival "Chervona Ruta." Such initiatives carry not only cultural weight but also demonstrate to residents of the temporarily occupied territories that Ukraine continues to fight for its citizens, regardless of where they

A Chronicle of Resilience

The fifth year of the full-scale war and the twelfth year of Russian aggression have proven that the Ukrainian Resistance Movement has evolved into one of the most critical pillars of the national resistance system.

Much of its work remains out of the public eye. Because of this, society only sees a few pages of this struggle. However, it is already clear today that the people who continue to resist in the rear of the occupying forces are making a monumental contribution to the future de-occupation of Ukrainian lands.

A symbolic summary of this chapter was the publication of the calendar-handbook "The Fifth Year of Total Resistance" — a unique chronicle of the resilience of Ukrainians who, even under occupation, continue to bring closer the day when the Ukrainian flag will once again fly over Crimea, Donetsk, Luhansk, Zaporizhzhia, and Kherson regions
